They made public announcements about it, which I don't recall from previous scheduling processes. They usually don't announce that until you see it in the proposed rulemaking decision in the Federal Register.
Just to follow up, the Secretary of HHS announced this on X (Twitter) which is like Cheech and Chong go bonkers. That started a rumor mill the likes of which we haven't seen. Republicans are responding like it was federal legalization, which is probably what the Biden Administration was hoping they would do, jump at the bait and go off the rails. This is so political it stinks. Thank you for holding their feet to the fire.
